Dell inspiron 1521 do not boot up

Laptop will not start, after pressing the power button. Screen is black.
I tried power button tapping with F2, F11 keys and did not work.
 
Sometimes a laptop won't start with a bad hard drive attached to it. Try removing it from the system and see if the system boots to the dell screen. Another possibility is that the screen is shot. Do you have a hard drive activity light? Does it blink on startup like its booting up?
 
I followed your instructions:
1.- Removed the hard drive from the laptop.
2.- Pressed the power button. The screen still black. The light came on and went to the second "cube" for a nanosecond. No more ticking.
3.- Replaced the hard drive in the laptop.
4.- Pressed the power button, tapping F2 key.
5.- Ticking sound, with a running sound for a second or two.
 
I just placed an order for the following Hard Drive from Amazon:

320GB hard drive for DELL Inspiron 1521 6400 640M

When I receive it, I will let you know the results.

If it's ticking, no. Not unless you send it out to a data recovery specialist, and that can cost several hundred to several thousand dollars.
 
As long as you can access bios and boot options with the bad drive removed then all you need is a new hard drive.

When you said "Second cube" are you referring to the windows logo? Are you running windows 7?

Regarding "cube Light":

what I meant is the Hard Drive activity light.
It comes on just for a second with a running sound when the power button is pressed.

Can you access bios options with the drive removed? Just wanting to know if laptop operates normally with the bad drive removed. With the drive removed, turn it on and you should see the dell logo post/bios screen. If not, then you have another issue.

Without the HDD do you see anything on the screen at extreme angles, or could you hook the PC to an external monitor and see if you get any output?

Answer: I have another computer: desktop. The monitor has a nine-pin connector, connected to the desktop. I cannot connect the Dell Inspiron 1521 to the desktop monitor.
 
Your laptop has a VGA port on it. A 9 pin video cable is VGA. Just hook your laptop up to it.

If you take a light to the screen, can you see any kind of image, such as the Dell logo or anything?
 
I just replaced the hard drive for a new one.

As I do not have the VGA male to male 15-pin cable, I have to wait until I receive it. I ordered it from Newegg.

I will keep you informed.
 
After removing the power strip, I pressed in the laptop where the power button is located.

The "clicking" is under the "power button".
 
would like to know how to rem ove the Dell Inspiron 1521 "POWER BUTTON CIRCUIT BOARD".

I have seen YouTube instructions, but they will not match with my laptop, as the Power Button Circuit Bard is different.
