Dell Inspiron 530 Won't turn on/boot up

I have a Dell Inspiron 530, when I turn it on, the fan turns on but won't stop.
Sometimes I get beeps when this happens and sometimes I don't!
The power button is blue as normal.
My monitor shows nothing (as if the computer is still off). I've never had a problem like this before
Any ideas please?
 
Try a different power supply first. If that don't change anything then you need to start taking out any extra memory or add in cards to see if thats stopping it from booting.
