Does anybody know, how I can restore this Dell Mini back to factory settings? I have tried everything.

Is this Windows 7 or Windows XP? There should be an F12 option at boot to select factory recovery.
If it's Windows 7, press F8 before the boot screen appears (you know, where you can select Safe Mode, etc.) and choose Repair My Computer. Allow it to load, then select Repair My Computer and choose the Dell Image Restore option on the bottom.
