dell laptop wont charge, port, charging cable, how to power it and get memory all files passwords?

The dell laptop stopped powering or wont charge anymore. It has a battery but im suspecting its either the cable or port in the laptop. Is there a way to check with a multimeter the volts theyre 19.5 volt 2.3 amp charger 3 wires? I also have a sony 19.5 3.7amp charger but is two wire is there a way to test for power with a volt amp multimeter gauge with the cord plugged in and at the port prong on the cable end? which is the inside pole or prob positive or negative and how about the metal outside casing that goes into port. I need to figure out if the cable or charging cable simply went bad or if its the laptop charging port. Are there any other ways to charge the laptop or supply power. It has a removable battery but not sure which prongs you put the power wires to and negative would anyone know this answer? The middle ones are longer on the laptop and rest are shorter. Also if there is a way to test for power on the cord and it works good is there a way to wire a 3 wire plug to a 2 wire charging cable sony brand. How do you get all your information from the old laptop? Stored files. passwords, etc?
Is there a way to replace the laptop charging port or is that too hard? How do you access it and find one does it need ot be soldered or have a plug to motherboard?

It's most likely the charging port, its looks damaged in the image. You'll need to take it in and have it replaced. You can always take the hard drive out and slave it to another system and transfer files over. As far as website logins and password, if you had sync turned on for whatever browser you were using then its just a matter of installing that browser on a different pc and login to your account and set it to sync up.
 
Is there a way to test either one of these power adapters for 19.5 volts and the 2-3.7 amps to confirm they work? Wouldnt happen to know which is positive and negative on the prong or port end to test with a multimeter? I had one go bad one time but didnt have a way of testing it and a new one costs 50$.

Whoever messed with it looks like they screwed up the charging port trying to fit a bigger charging cable. So there is no other way to get the laptop to function properly?
 
I wouldn't even waste time with this. According to the express service code it was bought back in 2017

From you saying that, obviously this isn't even your laptop. That laptop looks like its been very abused by whoever had it.
