Dell monitor model se179wfpc stuck in power save mode

I recently got this monitor from a friend when I try to use it with my PC using the VGA that is on the motherboard. When I use the VGA on the motherboard it will just stay in power save mode. I thought maybe the monitor was broken or something so I tried it using my laptop and it worked fine with my laptop. Is there some setting on my PC I need to change? I am not in power save mode on my PC or my laptop. Please help, also my GPU does not have a VGA plug so I bought a DVI to VGA adapter and when I use it with the monitor via the GPU it shows the self feature test with the red, green,blue and yellow rectangles.

Well if you have a dedicated GPU in your desktop you should plug it into the GPU. The DVI->VGA adapter should work. Is this a second monitor or a single one?

okay so i got my monitor to work, by unplugging my aftermarket graphics card the monitor works. Any ideas on how i could get the monitor to work with the graphics card plugged in?

I think if found the issue of why it won't work with my graphics card is because the adapter I ordered is a digital adapter dvi-d to vgaand does not do analog and VGA is an analog signal is what I'm thinking. I just ordered a dvi-I to vga adapter
