Dell Poweredge 2300 Problems-URGENT

Hi,
My friend has a dell poweredge 2300 that he just did a BIOS update on and it is now giving him the following message,
"CPU Speeds do not match system halted"
I am very confused. any help would be greatly appreciated.]

Did he reset the bios after the update?

he cannot boot into BIOS it just gives him the error message again.

Pull the power and the CMOS battery for 5 minutes and then boot it up again (that's how you reset the BIOS).

Yeah, he tried that no luck I am just very confused.

Are there 2 processors in this system? If so, is it possible to remove one and see if it boots?

It does have 2 processors, but the thing is it says it needs a terminator card which he doesnt have and doesnt have the money to buy.
