Dell that automatically restarts while booting

Hi all
I have an older dell running XP Home that automatically reboots after the "flag" screen when it reboots it goes to the "windows did not start successfully" screen. This all started after a power outage.

Any ideas? I really don't want to reformat it :(

PSU's a possibility, but take a look at the software side first.

Go into the Advanced Menu by pressing F8 when your PC starts. Then select the Disable The Automatic Restart On System Failure item and press [Enter]. Now, Windows XP will hang up when it encounters the error and with any luck, it will display a stop message you can use to diagnose the problem.

If you get that blue screen with the stop message, post the error message here.
 
This dell isn't a GX150, is it? I'm sure others could have this problem, but my dad has brought home about 20 from work, all with bad capacitors. They all would reboot just before the desktop shows up.
