computer makes a sound like a fan is hitting a cord when I turn it on sometimes after i've been off it for a while i've heard it happen twice now and the sound doesn't seem to last very long, havn't heard it reoccur when it's on after the initial sound stops
 
Open the side of the case and watch what happens when you turn it on. Most likely is a cable hitting a fan. But only you can diagnose this.
 
Might also be a vibration coming from one of the fans. My build has several thousand hours on it now and the occasional "thrumming" from the CPU HSF is actually quite soothing.

Try cleaning the fans with compressed air and/or make sure all screws (HDD, MoBo, fans, etc.) are tight and not randomly vibrating.
