My mate is having a problem with dial up saying the remote computer has denied access. what does this mean?

One scenario is that your mate is trying to get online without having arranged an Internet Provider (IP, the place you dial up to connect). If you just dial up with no account, the computer you are trying to connect to will refuse the connection.
If he has an IP account, he may have entered the wrong telephone number (trying to connect to another computer!), wrong account name, wrong password. Check dial-up settings in Control Panel / Network Connections / properties of the account that has been set up for online. If all else fails it will be necessary to phone the IP to confirm the telephone number, account name and password.
