Dialing noise on phone with computer problems

I have a wireless router, my computer is a hp and I have dsl. This has been going on for a very long time. I'll be talking on the phone and I hear as if someone is trying to dial out from my phone. I look at my router and the greenish yellow lights are flickering/going out. It always does it 2 times in a row. It always happens on the 8's as in 8:48, 9:48, 10:48 or 7:28, 8:28... I'm not sure if it does it all day long or just certain 8's. If I happen to pick up my phone to use it when this is happening then I have to wait until both series are complete before I can call out. What is causing the problem and how do I stop it?
