The only difference between the two is 200Mhz, which is not worth it for the price.

yea, you can raise the 3200+ to probably an fx-57 speed if you're lucky... but to keep it stable it'll definitely get a nice o/c to a 3500+ if you need to. unless you're gaming really theres not much purpose to o/c it, and if you're doing something else processor intensive you ought to get something dual core.
