Difference between ASUS GTX 670 CU II and CU II TOP?

If I am understanding this correctly, the only difference between the CU II and the CU II TOP is what the factory settings are, correct? Will a manual over clock make the CU II equal to CU II TOP in performance?

PS: Is this correct? core clock = speed at idle. boost clock = speed during gaming

Yes. From what I understand. Although, I have seen that you can also adjust it so that it can use even a lower clock speed at idle/less intense games to conserve even more power. Also from what I have seen, the boost clock speed will vary depending on load and temperature.
