Different between a TV Tuner Card and a TV Out Card?

Regarding watching TV on your computer what is the different between say an ATi Radeon 7500 AGP Card 64MB TV Out/DVI and an TV Tuner with Capture Card?

And can I use one or the other to watch TV on my computer?

Also if I burn say a free online movie onto a DVD using my computer DVD burner can I play and watch the same DVD on a TV/DVD Player?

No, TV Tuner don't have an out, just an in. The TV out is usally from your videocard, a TV Tuner is just a card to receive video (from cable TV or other sources) and watch it on your computer.
