Different Hot-keys for External Keyboard

Hello there,

Is it possible to have an external keyboard that has hot keys maped to it which differ from the Laptop's internal keyboard.
For instance;
FN+F2 decreases my brightness on my laptop keyboard but not on my external keyboard, how could I set that command as CTRL+SHIFT+F2 on the external?
Or;
Set a hot-key like SHIFT+F4 to open a program like Chrome?

Interesting and never thought about it. Found this at Microsoft that may help.
