Disappearing Gigabytes

I recently installed a new 500 Gb hard drive for media storage.

After formatting and partitioning is has only 465 Gb available for use.

Where did that 35 Gb go? I can guess that some space would be taken for formatting, partitioning, and maybe some for the system - but 35 Gb?

Is this normal?
 
yes this is normal, when it says 500 gb, it is never that much, i thought that it used to be close to a 10 percent error, dont quote me on the though
 
Yup, thats normal. For example, my PS3 hard drive is a 40GB drive. But I only have 33GB being able to be used and 3GB used already for system OS. So with out anything on it, I actually only have 30GB able to be used.
Its the same way for all hard drives, in computers and in the PS3.
 
It's because hard drive manufacturers give you 500GB as in 500,000,000,000. Windows says 500GB is 536,870,912,000. A formatted 500GB drive is 465GB.
