Displaying Chinese characters

I'm not sure where I should ask this because I really don't know the nature of the problem.

Every time I download a file in with chinese characters, the file would be shown as "___.mp3" or similar, and even if the file has got the name in chinese characters, I would need to change it to english in order to unzip it. Or it would say "unzip ???.zip" which wouldn't work.

I've also recently found out that I cannot play chinese games either for the text during the scenes would be filled with weird symbols such as "ÐÅÀÖÍÅ-º£À«Ìì¿Õ" which obviously cannot be read.

It has become a problem and I know it can be solved because my old computer didn't have this problem. And my dad said he did do something to solve it before. However he is not here anymore so I'm seeking help now. I'd be very very grateful if someone could offer any advice!
 
Maybe the OS you have now doesn't support unicode, or doesn't have unicode set as default or somesuch

I'm assuming it does support it because on internet explorer, beneath 'view' -> 'encoding', the option of Unicode (UTF-8) does exist.

How may I set it as default? I can still write and read chinese fine, it's only if it's on downloaded files or in games/programmes that the problem occurs.
