do all current cpu's make full use of ram?

im drawing from memory but it seems that ive read where the intel i7 does a very good job of using all the ddr3 ram available, but do other cpu's also use ddr3 to the same efficiency?
 
All CPUs are capable of using whatever RAM is available. You're limitations will be the software (32 or 64 bit) and some hardware limitations such as motherboard limits. That aside, there really isn't anything holding the processor back from taking as much RAM as your system has.
 
When you say "make full use of RAM", are you referring to the actual capacity of the RAM, or the speed of the RAM? Because it doesn't matter what processor you have that determines how much RAM your computer can utilize (unless you have a 32bit processor).

Yes, the only things that will force a cpu not to make full use of your RAM capacity will be:
1. If it doesn't support 64 bit, meaning it will only be able to address around 3gb of RAM. For example, the Core i7 supports 64 bit, but the Pentium 3 does not.
2. If it's FSB isn't high enough to address your memory's full speed, in which case all the memory will be used, but at a lower speed.
 
Not many CPUs use your full RAM that is available on your motherboard. Yes, CPUs in stress use a lot more than normal but not always full (well if you have 256mb they should)
