Do noise dampeners really work?

I want a new fan for my CPU, I want hi airflow, BUT not a lot of noise. Will a noise dampener on it work OK? say, if its like 30 dBA will it bring it down to 24 dBA? This is a very crucial component to me if it works on a CPU heatsink or in general.
 
Not really... the dBA rating is from the noise generated by the bearings of the fan & the noise created by the way the air flows over the blades & shell of the fan.

Noise dampeners will help stop vibrations between your PC Case & the fan.... helps to stop the vibrations/movements of the fan from affecting other things in the PC case and making them shake too.
 
They may reduce the sound level slightly...as they act as a buffer between the fan & the PC case, allowing the fan to "Float" on a silicone cushion.

The main cause of the noise however is the bearings & air flow.

But if you have a spare $7 you could always "suck it n see" as they say :D
 
My case is filled with silicon dampeners, on the both hard drive cages and on every HD to cage screw and a few strips of it around the power supply cage. personally I think they're good to have, but it's not going to make a HUGE difference, especially if you're only using it on one fan.
 
the silicon rubbers on the screws for the HDD case help keep the noise down, but even with the triple layers on my case i still hear a lot of the noise from the fan because of the opening for the fan. your best bet is to get the rubber dampeners but get the quitest fan you can.
