No, the remote has to "get to know" the TV some how in order for the remote to control the TV.

There are learning remotes where you point the Universal remote and the TV's remote at each other and the learning remote with "learn" the commands of the TV's remote.

There are also regular universal remotes. These are more common. This is where you either enter in a code on the universal remote corresponding to your TV's model, or you point the remote at the TV and push a button so that the remote can find its signal.

Erm not to sure depending on which remote you buy some have to be programmed in some dont.

All universal remotes have to be programmed in some way. You can't just buy one and then expect it to turn on the TV the second you take it out of the packaging.

It's actually a good question, because most of the cheap universal remotes are not compatible with most devices out of the box, and you have to go through a number of steps to train the remote for a given device.

Logitech Harmony 550

^ I've owned that remote for two weeks. Get that and that's all you'll need. It's easy to setup and compatible with thousands of devices. Although it doesn't have native support for bluetooth/PS3, you can buy a Nyko Blu Wave remote and program the Harmony to use it's USB adapter with the PS3. I wouldn't go with any of the cheap universal remotes, unless you want to spend hours trying to program one.
