Do USB Attachments/Cables to my Laptop Slow Up My Computer When Not In Use

On my Thinkpad T23 laptop which I just upgraded to 1 Gig of RAM, if I leave on the 2.0 USB card (the internal hubs were only 1.0 so I had to upgrade to 2) & my USB printing & external DVD burner cables, will this slow down my computer even if my printing & burning applications are not on?
