Do you always have to install newer drivers?

I would go with the most latest drivers offered via the website, and if for some reason you PC has issues with those then resort to the disk provided.

On their website it has drop down menus from what card you have. If the card isn't supported anymore I would just use the one that came with the card.
Install your computer drivers and then the card driver if thats what you are asking.

It's always best to go with the latest drivers you can find - as well as increasing performance, they also fix any annoying bugs and problems.
In your case I would try and find drivers on the net from a 3rd party source.

You mean uninstall the computer drivers and then install the GPU drivers?
No, I think he meant install the motherboard drivers first, which you probably already have and then install the video drivers next.
As far as the updated driver since its a 6200 I dont think that much would have changed for it.
