Do you guys know if a small scractch or burn on monitor tube is okay?

I found a 21 inch monitor on Ebay that was very cheap with free shipping, $99 buy it now price and I was wondering if I should get it.

Condition- These units are graded as an B1 grade, which means the unit will have a small scratch or burn on the tube.

Does the small scratch or burn on the tube affect the monitor or just the style?

My dad use to own a tv repair shop and he says that you may be able to see the scratch when its in use. He also said that most likely it will not last as long as a normal monitor would.
