no its not running at 200Mz, thats the MAX frequency. if you look at the first image its running at "166MHz". The BIOS simply has down-clocked the memory to run in sync with your processor.
To make the memory really run at rated timings and MHz, you have to go in and manually change it. This might require added voltage, and setting up a CPU : RAM ratio like 4:3 or something (because if you try 1:1 it might overclock your rig.)
you DID receive PC3200 memory, it simply is not running at PC3200 speeds by BIOS default. this is normal, and it is easy to fix in BIOS.
