My monitor has snowy noise when I scroll up or down and It's so frustrating.
Whenever I try to play game or watch movies, this snow flakes comes out and disturbs the display.

I believe it's not because of graphics card cuz I've changed graphics card once and it still has same symptom.

I really appreciate ur view
 
Have you uninstalled the driver, run driver sweeper (in safe mode) and then installed the most recent driver?
 
I haven't..
but I formatted my windows several times then installed most recent driver.

any differences?
 
Go through and fully test your system (HDD and RAM) and see if either of those come up defective.
 
Since it does it with two different cards. What video card and power supply do you have? Have you tried the monitor on another computer or another monitor on yours?
 
Had gt220 last time and bought 240gt month ago.
and my power supply is LEPA N500 which i newly bought.

I haven't checked on other monitors yet but I've seen blue screens for several times..
Doesn't blue screen means there's problem on RAMs and other hardware? not on monitor?

and also I've got another symptom, when I play high definition vids such as 1080p, the video slows down

My CPU: Inter Core 2 Quad Q8300
Mainboard: Asus CG5270
Memory: 8GB DDR2(Nanya Technology)
Graphics Card: Nvidia Geforce GT240
 
Install PC Wizard and see what your CPU and GPU temps are. Do you know what the memory default speed/Timing and voltage is suppost to be? If so make sure its at that. Take half of your memory out and see if it still does the same thing, if so test the other half.
