I want to know if the CPU limits the installation of ram memory. I am using pentiumD processor. At what ram memory the performance will become a saturation level with this CPU. Do i need to know any other spec of ram like clock speed other than memory.

The motherboard and the operating system installed determines how much memory can be installed.

On my motherboad spec it is written that..
* DDR2 533/400 MHz SDRAM: Two slots, single-channel (2GB max)

...can i install 2GB on each slots.
my mother board is Intel D102GGC2

I would say no. The manual says that the motherboard only supports up to 2GB. So 2x1GB is all I would do. And I assume you probably have a 32-bit operating system, which means it would not be worth it to upgrade to 4GB as the system will only read it as like 3.2GB so that extra 2GB you pay for you only get 1.2GB useable by the system.
