Does GPU AMD RX 6400 can go well with a 4 gen processor

Hi guys,
I have an old SHARKBAY motherboard, model NOK with a 4 gen processor.

I wanted to upgrade my GPU, but since my system is old, I quickly realised that I would need to upgrade my PSU and motherboard as well.
The only thing I won't upgrade is my CPU, but now I have a new dilemma, does the AMD RX 6400 can go well with my current processor, gen 4 intel i5 4570?
 
It should work, most of the time 'pcie is pcie', although that card is pretty low end.

It's kind of silly to buy a new board for CPUs that came out nearly 10 years ago though.

I would rather not buy a new board, but my PSU is 280W and any GPU that's in my budget requires 300W-350W.

Could the old 280W PSU and my old 14 pins board work well with a new card?
