DOS 6.22 only detects 16mb ram

I have an old 2003 laptop that came preinstalled with Windows XP and unfortunately it's hard drive died recently, so the only way i've been able to use it since is by an MS-DOS bootdisk. It has been working fine for me since, but the only problem I have is that it only is able to address up to 16mb of ram out of the total 256mb ram. The POST screen shows the full 256mb ram and when I insert a Windows 7 install disk, it reports that my system has 256mb ram. Also I am using the himem.sys driver from Windows 98SE because i know that the old DOS 6.22 driver could only address up to 64mb ram. Could someone tell me what I could do to fix this? Thank you
 
For one, don't even think about trying to install windows 7 on that laptop as it won't even be compatible. You will only be able to reinstall windows XP on that machine.

I know. I didn't insert the Windows 7 disk to install the OS since the machine had no hard drive. I only inserted it to see how far it got. It got up the setup GUI and that way I could tell there was at least 256mb of ram. Also, like I said before, I can't install a fresh copy of Windows XP right now because my system has no hard drive.
