28800Bps it around 2.5-2.7Kbs downloads
21000Bps it around 1.8-2Kps
With dial-up you will never connect at 56K the maximum is like 53K or 53000Bps but since phone lines has lots of noise affecting the data it slows down your connection speed.
That a little wired because the FCC only allows your dial-up speed to max out at 53K.I used to connect at 54k when i had IVWnet. that was my ussal, on slow says it was 28.8
