Downloading Denided

Attempting to download "Google Earth", Internet Explorer blocked the download. Clicking on the cell above: "To help protect your security, internet explorer blocked this site from downloading". Clicking on: "Download File", I get a pop up" Internet Explorer cannot download googleearthwin-peruser.exe".
I have gone into "tools", "Security", changed the settings to allow downloads, no luck !
Any ideas ??

What version of internet explorer are you using?

Sorry for the inconvenience, I downloaded "Internet Explorer 8", Google Earth downloaded.
