DRAM Frequency Fluctuating

Hey, first time poster here. Today I bought some new Corsair RAM, I installed it. Computer started fine until I noticed the RAM Hz were going hay-wire. Fluctuating from 368 to 454 to 200 to 183 constantly. I returned it and got my money back. I put in my very old ram thinking it worked perfectly fine until I notice it fluctuates from 384 to 200 hz also... just not as frequently. I was researching but couldn't find any information on this problem. Finally it hit me that it could possibly be my motherboard. I have a ASUS MvP M3A32 Deluxe non wi-fi. I know that's not usual for Hz to do that but I'm dumbfounded on what is making it do that. Any ideas? Thanks for any responses :).
 
Which tool are you using to measure it? As far as I know RAM speed doesn't fluctuate, but CPU speed does. My RAM speed is sitting there at 800Mhz like it always does. Fluctuations by 1mhz or so are pretty normal.
 
I'm using Speccy. The hertz don't move by .1 hz it moves by 100's. It starts out at 386.5 hertz then fluctuates around 400's 300's 200's 100's(sometimes)
 
And what type of RAM is it? DDR, DDR2, DDR3, etc. Also the rest of your specs would help. Also try the CPU-Z utility.
 
I'm using DDR2 atm. I asked some of my other friends what their Hz are doing and the ones that have DDR3 are staying constant but the DDR2 are doing the same fluctuations. I think it might have something to do with it being DDR2. I also use CPU-Z. Great program.
