Drive not partitioning

I have completely rebuilt my system. Bios recognizes both the hard drive and cd drive. The hard drive is set to primary master. The cd is set to secondary master. It has no slave drives. When I run the diagnostics tool that came on the the cd with the hard disk, it does not detect the hard drive. I tried to use the windows cd to partition the disk but that hangs up also. It seems to me that the cd drive and hard drive are not communicating. Please help!!!!!!
 
The first things to look at there are the position on the primary cable itself and the jumper setting. When you plugged the ide cable into the drive did you use the end or middle connector? Most hard drives are shipped with the jumper set to cable select. Was that left like that or did you set that to the master position? If you set the jumper to master and plugged in the end connector and are seeing this try moving the jumper to the cablle select position.
