Driver troubles.

I am currently using a "Plug and Surf" internet thing. It's basically a usb drive that you plug in and access prepaid internet. Anyway, I'm trying to get it to work on Windows 7. It came with a cd and I have tried installing the software for it a number of times. It has an x64 version so it should work...
But when I start the dialer app for it, it says the driver isn't installing. Which it isnt, but should have been installed along with the software.

If I plugged it in and it could access the internet, Windows would probably automatically find the driver for it and it would work... but I cant access the internet obviously, so that wont work.

Any ideas of what I can do?

I haven't used Windows 7 yet but if it's like vista try running the application using emulation. Set it to run under XP SP2 and run it as administrator. That's my only idea.

I have tried running the 32 and 64 bit installers with xp and vista compatibility mode and as administrator. Nothing has worked.

So is there anything else I could try?
