dual boot: multiple partitions or seperate hard drives?

I'm looking at buying a new laptop that I want to be able to boot into XP or Vista upon startup. HP sells a laptop to be configured with two hard drives. My question is if I want to dual boot would it be better to save money, get a single hard drive and partition it, or get two hard drives and have a different operating system on each one? Either one 120GB 7200 RPM or 2 120GB 7200 RPM?
 
its all a question of budget, obvously 2 hdd would be better in terms of sheer storgae capacity. But your budget should make this choice.
