dual core centrino question

OK. So I have a T2300e 1.66 dual core IBM z61m. When I use a portable mode obviously it decreases the processor speed. So when I go to the my computer properties it says 900 Mhz for performing speed. Does that mean I am performing really at 1800 Mhz? How does that work exactly? Does it turn off one core or something?

It's not like 1800MHz it's 900MHz parallel processing. It drops the multiplier to reduce clock speed and power requirements.
