Dual display video is laggy?

Fresh rebuild, fresh Windows 10 install.

When I run WoW in windowed mode and play a movie in my other monitor with the default player, the movie picture freezes but audio plays. Thought the file may be bad, so I D/L VLC to play media. Works now, but kinda laggy if WoW is on top. If I minimize WoW or click on VLC, there is no lag.

All cores are running and there is no cure parking with the power settings. Is it my graphics card? I have a GeForce GT 740, drivers are up to date. The .mp4 is saved to a Western Digital green drive, is that a problem?
 
Probably your CPU giving WoW higher priority when its up, and when you click on VLC it gives it more priority. Try setting VLC to high priority in the task manager, see if it still happens.

I don't believe your GPU is used for videos.
 
Open Task Manager when both are being played, and see if your CPU and/or RAM are maxed out. If so, that's why.
 
Have you tried any other media players? Can you watch Youtube and play WoW without any issues? If you can, it's VLC causing the issue.
