Dual Monitor Problem

I currently have a dual monitor setup and have run into a little problem, whenever I maximize a program on the secondary monitor a small bar from that program goes on the other monitor. Does anyone know how to fix this?

Sorry the image is so small, you can see the problem in it so I think it's fine.

Take it out of maximized.
Move it till it's squared up in upper left corner.
Grab the lower right corner and stretch it til it fits the screen.

I know that already, but I shouldn't have to do that EVERY time I need something maximized on the second screen.

If ya resize one time onto the other screen as mentioned it should and does start up on that screen only. Always did for me. no problems.
