Dual monitor question

So I just got a 1280x1024 15" monitor to get a second screen for my school projects. (Business information systems, a ton of comparing spreadsheets, referring to other info, etc)

I have it plugged in through my other DVI port, then I'm using a VGA convertor.

Two questions. Is there anyway to have it when I shut my second monitor off, it also "turns off" the second monitor, so my mouse doesn't go over my main screen when my second is off?

And if I have the second monitor on and everything, would it take away from the video card if I want to play a game? I realize it will, but to what extent?

With Windows 7 you can just press the Windows key and P at the same time to get a menu where you can choose between options like "Desktop only" (primary monitor) and "Extend" (primary and secondary monitors).

Leaving the secondary monitor enabled won't affect your gaming performance to any significant degree.
