DVD help

I bought a Dell laptop with Windows Vista on it and I could play DVDs on it via Windows Media Player. I reinstalled Windows and now on Media Player when I try to play a DVD a message says 'Windows Media Player cannot play the DVD because a compatible DVD decoder is not installed on your computer.'
I have 4 discs that came with the laptop:
Microsoft Works 9
Drivers and Utilities
Application
Reinstallation DVD
Just how do I get this DVD decoder?

I downloaded that pack but there's still a problem. It now says:

'Windows Media Player cannot play DVD video. You might need to adjust your Windows display settings. Open display settings in Control Panel, and then try lowering your screen resolution and color quality settings.'

I tried this and it hasn't solved the problem.
 
Ooo and now since I downloaded that package when I play videos through VLC there's a blue tinge!

Either getting either WMP to work or VLC so I can watch DVDs would satisfy me.
