DVD Region

its been discussed before. best answer so far is to keep you from watching from a another country. A good example is many movies are pre-released from another country 1st. someone did blurt out they do make with no limit.
 
Well, basically it's there to reduce piracy. If a US movie is pirated, it will be useless in Europe, Australia, China and the rest of the world... you get the idea. The limit is there because if you were allowed to change the region for each (supposedly) pirated movie you play, it would defeat the purpose of having such system in the first place. You're only allowed limited changes, for purposes such as, well, if you move countries and bring your DVD hardware with you (like I did).
