hi i have a 98000 graphic card running xp can i get dx10 with xp or do i need vista

You must mean 9800, and no, you need Vista for DX10 (as of now).

Just to add: Some are spreading rumors that it would be available for XP eventually, though I highly doubt that will happen. If it does, then great, but I don't see it happening. Mainly because a)DX10 is a major selling point with Vista and b)Microsoft is already developing Windows 7, the next version of Windows. The latter means that support for XP will soon stop and thus there is no need to put an old OS on life support when they could be making money selling newer versions.
