E6850 3.0 Ghz reading 2.0 Ghz

I'm not sure if its a problem but my CPU is reading at 2.0 Clock speed when its a 3.0

Is this another one of those "you need 64-bit Vista" things cause I run 32-bit Home Premium
 
You might have Cool and Quite (or was that amd?) enabled which will clock down your processor when it is idling to save energy and help keep it cool.
 
It's C1E for the newer Intel's (Cool 'n Quiet was AMD's).

Basically it lowers the multiplier and voltage, which in turn lowers the CPU speed. The reason for this is to slow down the processor when it's not needed at full capacity, to lower the temperature, lower the fan speed, and it draws less power.
 
If you overclock it, turn that off, it causes stability issues...
I've never had that issue before, although I still would recommend turning it off, although mainly for me that way you will know exactly what the results of your overclock were and not have to think twice because C1E is enabled.
