Probably around the same, you may get 3.8ghz at the same voltage. Really depends, each chip is very different. Your E7200 may have been binned better, therefore making it a better clocker. You don't really know until you try.
If you asking because you were thinking of going from an E7200 to an E7400, I can tell you right now it's not worth the ''upgrade'' (if you can call it that) at all.
