On 21 July 2011, the final value fee for fixed price listings (Buy It Now) will be changed to a flat rate of 10%, up to a maximum £40. This new flat fee replaces the current tiered structure, making it simpler and easier for you to calculate up-front the fees you'll pay."

What does people who use Ebay in the UK think about this?

There be a thread on Ebay forums on this topic,Seems alot are not happy.

Im not sure if the Value hike applies to the US site?

I don't know. I tried to check but was confusing. I did goto google and found lots of hits. query:
'ebay will be changed to a flat rate of 10%, up to a maximum £40'.

from what i read it only applies to fixed price items the auction style sale stays the same which is 10% final value fee, ebay is pretty greedy i only sell items under £50 on there, there is a new site called ebid it hasn`t got that wide a user base yet but is cheaper to sell on hopefully will get better as it grows

No surprise to me. EBay never innovates or improves their service, they only increase their profits by periodically raising their rates.

It's bad enough they with paypal, or paypal owns them, etc.

Listing fee > Category fee > 10% cut > paypal fees

You end up with a lot less, that's why I use local forums now

I've found Amazon is great for selling some electronics and games/movies. Some stuff sells for more and they don't take quite as big of a cut.

Paypal is owned by eBay if I'm not mistaken.

thats interesting. I kind of thought that might be a conflict of interest.
May be right though. I don't know. I also like craigslist.

I don't use UK version but I stopped using Ebay a few years ago and the only time I do use it is when I have no other options. If I can't sell it for $125 on craigslist but I can sell for $170 on Ebay than it still works out in my favor.
Also that is why I don't use paypal anymore as its no longer a "third party" watching out for you.

Yeah, eBay has owned PayPal for years now. That's another thing they've done, ban or limit other paying options, such as the competing Google Checkout, forcing you to use PayPal so they can double dip on every eBay transaction.
