Editing text in Image files

I am in search of software which can open any image file and can edit text in that image file.

Actually I have a hard copy of letter in which I want to edit some lines of text and the signature of officer (our Postal union secretary) should remain as it is.If I scan that document,I cannot edit text and if I make copy in ms office word,I cannot put the required signature.

I need some suitable software for this purpose.Pls let me also know if any freeware for this purpose.

I expect some advice from the experts.
 
Why not just create a new word document and then cut and paste whatever you need from the scanned document and include it as an image in the new letter?
 
Wouldn't that be illegal? Modifying the text then attaching someone else' signature seems very deceptive to me. If you have permission from the Postal union secretary to do this then you might as well create a new letter and have the secretary sign it.
 
Not illegal at all.We have ( I and my divisional secretary) already permission to put signature or stamp of our circle secretary in application form for joining new members.In copy sent by CS,we have to alter category like,Postman,Group-D,BPM etc in some text line of application form.Cs himself wants to edit the copy as our divisional requirement and put the copy of his signature in all letters to be sent
to postal officials.This is done in authority and supervision of our divisional secretary.The matter is concerned to Postal Union and not the postal department.The CS cannot put his signature in large numbers
of application forms from various divisions under the circle.
