Elder Scroll V Skyrim PC lagg

I have a problem that every 3-5 minutes Skyrim freezes for 5-10 seconds and it really makes me angry when im in combat!!
is it a game bug , is my videocard not good for this game or its my PC??

im using en9800gt videocard and The Elder Scroll V Skyrim but my ghrapics to medium automaticly , so i am using meduim ghrapics!!
