make sure the page is completely flat. I find that about 10 minutes before you need to scan, get a large heavy book and put it on top (ideally the size of the page or bigger)

This is the picture i want to enhance I don't have a paper, this was sent to me.
I want to use photoshop or if there is any other tool.

There is something you can do in photoshop, but you really do need a better scan to get a better photo. I usually go into Image-->Mode-->Change the doc to grayscale. -- Don't Flatten. Then go back into Image-->Adjust-->Levels-->Move the center arrow in the "Input Levels" over to the right. This will darken the gray/black areas. After that I usually go into the document with the eraser tool and delete all the extra black dots and scan marks on the main layer of the document.

This will usually make the document usable, but you really do need to get a better scan if all possible.

Ah...it appears that it was photocopied, and the scan you got is a scan of the photocopy. It just looks that way because of the coloring. I might be wrong, though...
