Error when starting up XP and colour problems

I just did a repair install of XP Home Edition SP2, but it didn't help. The computer keeps giving me "This system has recovered from a serious error" message whenever I restart (see images below).

There is also a problem with the colour. The colours are fine before the log-in screen (the XP logo during loading is fine) but after the log-in screen they are messed up (see image below). I clicked a pop-up bubble form the system tray asking me to fix the colour and resolution, but it didn't do anything.

This is definately a video issue. Either the video is bad or the driver has been corrupted. What about booting to safe mode and reinstall the video driver?
 
Like said, either a video card or driver. What power supply do you have? I have seen power supplies on the limit of not being able to push the card do the same thing too.

Matter of fact, I just ordered a card and power supply for a customer today that had the same issue.
