Eventhough i click the shut down the computer just restarts.

I am working in a Medical Transcription company as a software programmer yet I have a responsibility to make sure each computer works good. My problem is that one computer restarts after it was shutdown. The OS even shut it down yet it restarts. What shall I do on this?

go into bios and disable power on after power failure and anything along those lines, could be that the computer view a shut down as a power failure, not supposed to do this obviously but it could be a quick fix
