eVGA Precision Fan Tachometer

When I was at 70% fan speed on my old windows install (same windows for both installs). My RPM was at 2700rpms. Now when i'm at 70%, it's at 2400. I could raise the fan speed percentage to 76 to match it. But I feel that is the wrong way to go. Am I wrong?
