explorer bar not showing

boot win xp goes to the desktop with the wallpaper and mouse point, but explorer bar not showing i didnt hide it. tried safe mode works, try uninstall sp2 same thing.

If the taskbar is set to be auto-hidden then it shows up after boot-up. So I don't think that's the appropriate link for this problem...
